- Euwe, Averbakh, Matanovic, Elo and Golombek served on the selection committee. (Thanks to James Pratt).
- The FIDE selection committee chose Kavalek to be 1st reserve, and he was apparently brought in when the Soviet player Gennadi Kuzmin pulled out.
- Panno was chosen as first reserve by the FIDE selection committee and when Leonid Stein passed away, was invited to play in his place.
- The FIDE selection committee also invited Gennadi Kuzmin to play but he seems to have withdrawn. Smyslov seems to have been brought in to balance the number of players.
- The highly rated Rafael Vaganian came 11th at Vilnius, was selected as eighth reserve, and thus failed to qualify.

Originally there was 2 x 18 = 36 players. At the beginning of 1975, the FIDE commission (Averbakh, Golombek, Matanovic, and Elo) voted to make the list in the order of vote points: Tal, Larsen, Huebner, Ljjubojevic, Hort, Kuzmin, and Geller.During March 1976, FIDE decide to extend the number [from 36] to 40, one player for Switzerland (as host), one place for Kavalek (the 1st reserve from the FIDE list mentioned above). The other two places [were] for Arandjelovac.
Diez del Corral was qualified for interzonals from Barcelona, since he was on the original list. In fact FIDE put him for Biel, but then Euwe switched him with Csom (they both had the same rating) to prevent three Hungarians at Manila (better rated from Arandjelovac was predicted to Biel). Corral declined to play during May 1976, because of his job, but some Soviet sources said that he tried to play in Biel but [Euwe] rejected, and he was replaced by Pachman. At that point Kuzmin was on the list for Biel. It seems that Kuzmin suddenly got ill and somehow he was replaced by Smyslov.
